The new upstream is https://github.com/swaywm/swaybg
This commit also refactors our use of gdk-pixbuf a bit, since the only
remaining reverse dependency is swaybar tray support.

meson: update scdoc requirement to >= 1.9.2
...
Since scdoc 1.9.1 is bugged, this updates the meson version check to
>= 1.9.2 and drops the version requirement from the README. This should
make it more obvious to users who have 1.9.1 that they need to update
scdoc to be able to compile man pages and hopefully cut down on the
duplicate issues

This add `sway-ipc.7.scd` that documents the IPC protocol.
This also increased the minimum scdoc version from 1.8.1 to 1.9.0 to
allow for table cells to be continued on the following line

to 0.12.1. This is needed because the development
version breaks the existing API of json_object_array_length()
by moving the return from int to size_t.

Turns out the "Install other distros" had plenty to say about supported packages, so I slightly restructured the page.
Now the README links to the wiki page.

Can customize config fallback directory
...
CMake takes a `FALLBACK_CONFIG_DIR` flag which is the directory where the
standard configuration file `config` is copied at installation.
If loading from typical configuration directories fails, sway loads
FALLBACK_CONFIG_DIR/config (/etc/sway/config by default).
