Update to pio-rs v0.1.0 (#239)

* Update to PIO 0.1.0

* Update to latest ws2812-pio and i2c-pio.

These depend on pio 0.1.0, avoiding a conflict

* Rename CI tests.

Also check we can cargo build. And remove 'on host tests' that didn't
do anything.
